You need to Start ME2 and choose to start a new game, then select import ME1 character and you should then see your character and be able to import. Sorry if I didn't make it clear, but it's the button within the game on that very screen you are referring to that does nothing (as you can see in my screenshot). I got Mass Effect 2 today and just wanted to show off the import feature since it's such an old school RPG feature which you don't see often in games anymore Change Origin to offline mode and then import save file from ME1 to ME2.
